Assuming this is in Louisiana but I just came to say every state will have a different department that does the inspections.

Call your DMV OP or whoever does your tags/ registration.

As said they are only allowed on roads under 35mph and my understanding is they can't go above 25mph in most states but need to go over 20mph in most states.

A LSV is basically just a golf cart with seat belts, turn signals, lights, windshield, rear view mirrors, and one or two other items. You can buy them with a vin and all of the above as "registered" or you can buy a regular cart and add all of the above and then get it inspected by your state inspection service.

In Florida as an example you have to take it to the DOT for the inspection to get a VIN once everything is street legal and then the Tax Collector gives you the tag.
