Apparently not.

His last step before tagging first base was ruled on the line, but very close.

maybe, but I don't think replay could should indisputable evidence he was out of the baseline either. His back heel may or may not have been touching the baseline that has gradually worn away

if the runner prevented the fielder from receiving the throw than the question is was he in the runners lane.

in the case, he didn't interfere with the throw
