re: What percent of students is fair and reasonable to fail a core high school course?

This is why most states at one time adopted graduation exams and college require ACT and SAT scores. Different schools pass everyone along and they don’t know the course/work. But we all know those types of test are racist. There is not a standard from school to school. Most kids at Bonnabel that pass would fail at Jesuit back in the day.
