Buddy has this weed growing in his Bermuda, what can he use to kill it. Been spot spraying and pulling it.

Annual Bluegrass (Poa annua), cool season annual weed - hot weather will kill it off in another month or so. Annual Bluegrass - LSU AgCenter
Atrazine has some post-emergent control but that can not be used on non- dormant Bermudagrass.
Best way to minimize future occurrence is a fall application of a pre-emergent herbicide such as Prodiamine, Dimension, Simazine or Specticle.
See all the seeds on those plants - they will germinate later this fall/winter - pre-emergent herbicide will kill the sprouting seedlings.

Craw is spot on. If your buddy is an OT baller he can buy monument and spray it.

What is this monument and I will let him know?!? Thanks.

Monument is a selective herbicide. You can get it on domyown.com or other similar store. Revolver is another option. Both options are expensive.
Honestly the heat will take it out shortly in a bit and better served just doing premergent apps as already discussed above in the future.
ETA:
Negate is actually another option and cheaper. Didn't realize it was labeled for poa annua
