I would be very curious to know what "Witnessed & Reviewed by" actually means.

the camera in Clayton is manually operated by the town cop. When you drive through town and see an unmarked black Tahoe on the side of the road, he's hiding behind the truck taking pictures of your plate if the camera says you're over the limit. If you get the ticket, the camera company has already paid the town their cut and the fee is a civil court matter between you and the camera co. That's why it goes to collections. With your cell phone, start blocking the phone numbers when collections call and they'll eventually go away.

I've bought and sold cars, registered cars, renewed licenses and plates, and never once paid a single camera ticket for speeding, red light, or otherwise. When I bought a house a few years ago, all those unpaid camera tickets were nowhere reported to any credit agency.
