maybe take the responsibility upon yourself and control your kids phone. He can't download apps unless you allow it, if you were monitoring what he does on his phone as there are very easy ways to do that these days as a parent.

I'm about to get my soon to be 13 year old a phone. TikTok, Twitter, Instagram, Snapchat, Fagbook, won't be able to be downloaded. You want to chat with your friends, you can use the normal texts messaging apps, and i'll be able to see them.
