Track all expenses and who pays for what. Send that spreadsheet out to all members quarterly. This plainly shows whos paying how much and how often. At end of year if someone isn't carrying their weight talk to them about covering their percentage of the cost or coach them out of the membership.
I just buy what I need when I need it and log it onto the OneDrive spreadsheet that everyone sees. Come hunting season when big expenses come across the lazy ones must nut up and fork out some money to cover their laziness all year. Otherwise we talk them out of the membership because they are a bitch.

The only camp "partnership" I've personally seen succeed was simple:
Super Rich friend owns a sweet camp, good friends pitch in, help keep things tidy, bring plenty of food and booze and get invited back every time they go. Lousy friends show up with a 6 pack and don't help cook/clean tend to not get invited back.
