Trying to help out my brother here. He is looking for a prebuilt PC that he can run flight simulator and racing games with VR. He would also like recs for some sort of rumble chair setup as well.
Any help would be appreciated. Thanks!

Sorry, he doesn’t really have one. I would prob say he is comfortable spending a few grand though for the right setup.

"Can run" is a little too vague for this scenario. Even the vaunted RTX 4090 isn't "future proofed" (as much as that term isn't real...) in VR. We would need to know exactly what he was looking to spend, because for what he's looking for, we'll need to spend every dollar of it, and then give a rough estimate for how long that will last before he needs to upgrade again.

I'll piggy-back on to this. I want to play DCS world in VR.

not a lot to go on.
i guess my recommendation if hes not going to go with building his own is to look at some of the custom order to build companies.
Redux is the one I'm most familiar with off top of my head. Their builds are solid, clean, efficient. Wait times for most of these can be fairly long.
He can pick his "parts" in the sense that he can say for example, "i want a 4080 graphics card". what brand he gets will be up to the company the builds the PC. It a compromise between building your own and just grabbing anything off shelf.
