Fence was replaced with wall. It's really simple. Even in places where there were existing fence it was replaced with a superior structure. That included 458 miles not 45 . New wall was in places it never existed is obviously lower. Existing wall that was torn up in most places or built behind is still new wall. Your suggesting that the labors and workers built 45 miles of wall and it is a flat out lie.

I'm not pushing a narrative. I say every time he built 45 miles of "new" fencing. I'm aware of the replacement fencing he built. It might be better but it's still replacement fencing.

Why? Because getting permits and money to build on land without an existing structure was too difficult, so they didn't do it. In other words he failed.

I'm suggesting that there's a difference between new and replacement. I think you're just assuming I'm talking about total fencing.
Again it would have taken quite a lot of work to get a wall across our entire border, so Trump elected to erect some fencing in places where it would be easy, so that he could claim victory.
Remember the prototypes? Everyone cheered but it was all a publicity stunt. Ultimately he didn't build a wall but fencing.
