If you're an adult and still only making minimum wage, you're almost assuredly some combination of 2 or more of the following: lazy, unreliable, bad attitude, can't pass a drug test, can't stay out of handcuffs, face/neck tattoos, or zero drive to do any better.

Even high school dropouts can make well above minimum wage if they're willing to actually work and be reliable. Plenty of construction and other skilled labor trades that they could work as an apprentice and learn a trade that they can make a decent career out of.

ALl of this is true as rain and has zero to do with the fact that a person who is lazy, unreliable, has a bad attitude, can't pass a drug test, with face tattoos, a prison record, and no drive who also ain't competent to work in the building trades is either going to be dead, a a burden to society or an employee making their own nut. We ain't gonna kill them, we know what their being on the dole means so the best option is requiring an employer to foot the entirety of their cost of production themselves.
