You aren’t supposed to place anything in that strip. Federal policy requires a 1.5 ft lateral offset to the edge of the travel lane. State policy says you can’t mount in the sidewalk, even though ada act will allow it as long as useable width of sidewalk is something like 3-3.5 ft. Since this isn’t a state route and project was accepted Brusly can place them in the sidewalk as long as they follow ada.
