MS-13 are fricking ruthless animals, may as well just kill them all. I highly doubt any of them are capable of being rehabilitated to be productive citizens. How do you rehabilitate ruthless murderers?

I think it is a mistake to put so much slime in one place. I keep thinking of the Great Escape. It's a true story of what happened when the Germans put all the escape artists in one prison camp. You made escape and unwanted behavior that you did not want and sought to avoid inevitable.

Agree with the productive citizen aspect. But 40K in one place is risky. You will have an army trying to keep another army in line. Criminals will communicate and they will learn and become more effective criminals.
It would be better if most of the prison were liquidated with prejudice.
