Yes.

They turned out with enough numbers to almost get Herschel over the hump in the general. But they failed to do so in the run-off. It isn't as if they didn't know the run-off was happening. They knew. Everyone knew. More yard signs and commercials wouldn't have changed anything. It tells me that Herschel didn't have enough appeal when on his own to beat Warlock. There's no conspiracy here. Herschel wasn't a good enough candidate according to the locals and for local reasons I won't understand but that's their decision to make.
