They were allowed to slide on their required spending because they knew the US would do their fighting for them and no one in DC had the balls to call them out.

They're scrambling now, but it'll be years before they even begin to make any changes. Hilariously, in the middle of things like a basic ammo shortage, they decided to adopt a new standard issue rifle.
