Gather up all your and your neighbor's leaves. Wait until the wind is blowing their way, light the leaves, not all at once, but keep the fires going as long as possible. Smoke 'em out. Keep it up every few days, they'll leave.

If he plays loud music:
1) will him and his neighbors be bothered?
2) could someone file a noise complaint?
