It's not about maturity as much as values, and intelligence. There are a lot of people all over the world walking upright but are very primitive upstairs. They look for food when they are hungry. When they have an itch, they scratch it. And that's about all they are capable of. I don't think people who lack basic cognition skills can have morals, understand right from wrong or the value of human life. I watch a lot of crime documentaries and you can see this in the interviews with many of the criminals/killers. There is no remorse because they don't even understand what they did. Their eyes are just empty.
