Yes, it does. If there is no lien holder, there is no incentive for the dealership to secure your title for you. If you are purchasing in-state such as in louisiana, they are required to collect your taxes.

There's a reason that the taxes are turned in and audited separately far say Parts versus a new vehicle purchase. The receipt of said taxes is under the purview of two separate State agencies.

Hence look into the two State's SALT regimes. If buying out of state and bringing it back into LA to title, there will likely be a use tax, which is basically a sales tax. Regardless of the medium you choose to purchase it with..
