Evaporative cooling works. Rooftop surface area is inefficient but evaporative cooling is a real thing.

I didn't say it was practical, just that it works.
You can do the same thing on your condensing coils outside on your A/C system and improve the efficiency. Just have to make sure the costs of water is not too expensive.
