There needs to be an automated program that generates congressional districts with a limited number of boundary conditions, based on the latest census data, with the goal of making the districts as GEOGRAPHICALLY simple as possible - with NO 'demographic' data included in the computation at all. = truly a fair and equal representation of the POPULATION of the state based on number of CITIZENs.
types of boundary definitions:
- official state, county, city, community boundaries
- natural contours (rivers, streams, mountain ranges, coast lines)
- major US/State highways
- straight lines drawn between points located on above features.
software optimizated to produce fewest number of lines to enclose an "equal" number of CITIZENs.
NO arbitrary boundary lines = same computer logic used to generate every boundary line.

That was back when Congress got to control the districts because racism or something. Good thing there's no racism in districting now.
