The keys are legitimate, but the retail sale of them is not, because they all come from group licenses. When you buy a key it will probably activate just fine. The risk is that Microsoft may deactivate the key at any time. I don't understand why Microsoft doesn't go after these shady resellers. People buy these keys in good faith, and Microsoft may pull the rug out from under them. Here's an article that explains it in detail:
