That's peanuts next to the fuel and maintenance bills on 300 units.

If they last 5 years then the fees equal the initial cost, making it $3m for 5 years or about $600k/year. What's that, payroll for 10 officers? Out of at least 300? It's peanuts next to payroll too.

There's no fixed cost, it scales with the number of units. I think any department no matter how small can fit this in the budget.
