That will be the hold-up. Let's assume BRPD has to outfit 300 units with this technology, that's a $1.5 million upfront cost plus $300k in annual maintenance. I agree that it's worth it to save one life, but getting police chiefs and sheriffs to stroke that check will be tough.
If they last 5 years then the fees equal the initial cost, making it $3m for 5 years or about $600k/year. What's that, payroll for 10 officers? Out of at least 300? It's peanuts next to payroll too.
There's no fixed cost, it scales with the number of units. I think any department no matter how small can fit this in the budget.
