Start with the media. The media must give the money back paid to them by the political campaign.
Why? Let's say I own and operate an Oldies Radio Station called "Oldies 104.3" in upstate New York and one of the ad campaigns was for a candidate that got some money from SBF.
Why the hell should I give the money back? I didn't do anything wrong, that money might be what I paid my Christmas bonuses from, should I ask my employees to give it back? Why? So it goes...where exactly? To the investors of SBF? Why should my workers pay for that? Everyone who invested knew crypto is risky. The owners and employees of my radio station did nothing wrong and should not be punished.

So, let's be clear:
Hypothetically: You drive your car to a neighborhood that you are ignorant about (you know, crime and shite). Someone steals your car and finds a way to modify the VIN, notarizes, and resales it with a forged title. Your car gets tracked down... You don't think you have the right to have your car back because the dude that bought it didn't know it was stolen?
