There are two options based on the concrete evidence:
1: He is MAGA as frick and admitted to orchestrating Jan 6 and was on the front lines, but isn't one of the 400 or 600 people being detained or investigated by the FBI because he just slipped through the cracks despite his identity and actions being national news
or
2: He was an FBI plant to stir up the crowd and encourage unlawful activity.
There is not a 3rd option.

The FBI should have publicly arrested Epps then quietly put him in the witness protection program for a few years.
