Water heater and furnace roof vents are usually all metal. I use leak stopper roof sealant in caulk gun tube. Put a bead around the storm collar and where the flashing cone meets the vent pipe. Your picture looks like the visible light is coming from where the flashing cone meets the pipe.
No. The roof vent pipe and collar is usually not replaced until it's rusted out. Mine is probably 50 years old.
