They can reach out, but the coaches on the other end of that call can't talk to them before they are in the portal.

Pretty sure they can. They just can’t be the one contacting the player.

That's wrong.

Recruiting and Impermissible Communication

Q6: Is a student-athlete who enters the NCAA Transfer Portal automatically eligible to compete at another Division I school?

A6: No. Entry into the NCAA Transfer Portal is required for student-athletes to permissibly contact (and be contacted by) other schools about transfer opportunities, but they still must qualify for a transfer exception and be academically eligible at their new school to compete immediately. For more information on the implications of entering the NCAA Transfer Portal, please consult the Notification of Transfer resource.

Q7: What happens if a student-athlete had impermissible communications, directly or indirectly, with coaching staff or boosters at the Division I school to which they transfer?

A7: Existing recruiting rules prohibit communication and contact with a student-athlete enrolled at another NCAA school prior to the student-athlete appearing in the NCAA Transfer Portal. These rules also prohibit the indirect use of third parties contacting individuals on the student-athlete’s behalf (e.g., family member, scholastic or no scholastic coach, advisor). Certain violations of these rules can constitute a significant breach of conduct as it relates to the NCAA infractions process. A student-athlete’s eligibility can be jeopardized at the school that engaged in impermissible communication.
