His intentions, which weren't political as much as personal. His entire goal was to ensure he had political influence so that he could be the guy writing the regulations for crypto/exchanges. He would ensure that the regs benefited FTX and hurt his competitors.
It's just classic crony capitalism and not a larger conspiracy theory as has been postulated.
