I know a guy who did ROTC at LSU for a year He was a junior so he signed his commitment immediately (cadet paperwork is basically enlisted paperwork). He decided it wasn’t for him after that year, told the cadre, and was issued a DD-256 (honorable discharge) and had to sign a promissory note to pay back that year’s worth of tuition.

I guess it could be different at the service academies but I assumed it would be the same deal?

I have no idea how it works for ROTC. I just know it works at the academy, or at least how it worked 30 years ago. When you show up for your first class junior year you are now property of Uncle Sam.
