Congressional districts tend to be a good bit more skewed politically than wider designations.
Out of the 222 GOP seats for the next Congress, I would be surprised if 218 of them voted for Trump in 2020. I believe the NY delegation alone contains at least 3/4 seats where Biden won the district. Add in the southern California districts, Duarte’s district, Brian Fitzpatrick’s district in PA, etc, and I do not believe there are 218 “Trump” districts in the House.
Could be wrong though.

That’s why it was posed as a query. I don’t know for sure either.
