Why do they need to bust in? Hostage situation- ok, Armed man who they know will not go without a shootout - ok. Dope dealer - not ok, get a warrant and make sure you've announced loud enough to wake up the block. Same for routine fugitives from the law.

The current procedure of knock and announce is sufficient. There is a policy reason to prevent destruction of evidence
