Charlie was a small time hood and con man who found himself in the middle of a bunch of lost kids. I get the impression at first he could scarcely believe how completely they fell for it. Eventually he started buying into the con himself.
ETA I include the Beach Boys, Terry Melcher, et al among the "lost kids.". If they had told Charlie to take a hike in the first place, none of this would have happened. They let him hang around and get the idea he was entitled to a record deal.
