He was projected to be a decent to good starting QB, he looks like he can be a decent to good starting QB, he probably will end up being a decent to good starting QB.
Howard was a 5 star QB until he got injured his SR year. He'd likely be ranked higher if he was taller. He's barely 6'1.
His JR year he threw for 3400 yds 42 TDs and 5 INTs vs good competition.
His SR year he broke his leg. From On3 scouting on his first game back:

Walker Howard was 28 of 43 for 509 yards and six touchdowns in leading his Lafayette (La.) St. Thomas More team to a 62-60 win over LaPlace (La.) East St. John. The game marked Howard’s return after missing the previous five weeks with a fractured fibula. You wouldn’t know Howard was coming back from an injury based on how he moved and played. The top 100 passer made several off-platform throws, including one across his body that went for a touchdown in the first half.
Maybe he doesn't blow it up at LSU, but the kid is very impressive and has potential to be a great QB.
