Investigators and DAs don't take allegations of rape with a physically injured victim lightly and often time err on the side of the victim if there is doubt as to what happened. I know the state has to prove the case beyond a reasonable doubt, but for them to apparently decide to bring no charges against anyone certainly raises some eyebrows against the alleged victim.
This logic assumes the DA always pursues cases solely due to their belief in whether they believe it happened or not.
While we all wish it were, I think everyone could agree, that is not the case in real life, and it goes both ways in terms of sometimes it could be in benefit to the accuser or in benefit to the accused. There are always other forces at play here
