I agree. But society is changing in how they view felons. No way these voters agree to have chips forcibly implanted in felons.

But mentally ill homeless people may be a viable target. It’s a public benefit to help people who without implants would be sleeping, pissing, and shitting on public streets. Many walk around screaming at imaginary people, which can be dangerous. If improving the cognitive function of these zombies would enable them to function in a healthier and productive manner, the public may support this. I would.
