If you parole out, three members of the parole board have to vote on whether to grant your parole or not.
If you good time out, you are released by operation of law. A person, dog, or computer do not have a say so.
I have no idea how he was released but it isn't a guarantee that somebody made the decision to release him that had the authority to not release him.

If only there was any way to know if he was voted out, or good-timed out. A system that keeps those records would be awesome.
If he was voted out, those who voted to turn him loose on society should be held liable. Then they would be more careful, and make decisions that protect the public.
