Generally speaking, political leaders who dont want to fix the current system because the current system makes them rich. See McConnell, Pelosi, etc.
• UniParty – a slur used to describe the factions of each party happy to exchange party "power" every cycle in order to maintain the status quo and continue to feast on taxpayer dollars.
• Cabal – I would guess this is a not-so-nice way to describe a political power family or dynasty like the Bushes and Clintons.

Probably true, but it really doesnt matter when party leadership wields the power it wields, and a split congress passes law on the strength of only a handful of votes.
We can probably also agree that the unelected bureaucracy, now highly politicized, is a different animal from what you've described.
