Cash is king for FIFA, you can’t have any drinks……. Unless you pay through the nose for a luxury box. Then you can do Jell-O shots and lines of cocaine off the locals if you wish

This is most Middle East/Muslim nations to be honest. One of my best friends is pretty devout and admits it herself. Places like Saudi just have underground clubs with drinking and drugs and whores for the rich. My friend herself also drinks and has sex outside of marriage so yeah (not that there is anything wrong with that).
