Like it or not, these are two of the biggest brand names in college football. ESPN controls the money game in college football and it's well documented that they have a soft spot for Texas, whether it be for financial reasons, lust, or both. Let's just assume for a moment that the powers that be; ESPN, Texas, and the SEC made a significant under the table payment to one unnamed Texas A&M coach and in return that coach would agree to intentionally throw games and begin a program of managed decline prior to the additions of Texas and Oklahoma. ESPN, Texas, and the SEC cannot afford to have a poor quality Texas Football program added to the SEC when they finally join simply because it would add little value to a 16 team conference. College Football is 100% about money these days and the big brand names will always be the big brand names with the occasional Cinderella team just to keep things interesting.
