I have seen many people launch under the I-10 bridge in Baton Rouge.. There is no launch but routinely see empty boat trailers especially when the water is high, not sure about low water . I see them when I ride the levee bike trail.

we would launch there along with the sheriff's flotilla to watch the fireworks on the river 4th of july...
it's unimproved so not sure what it's like at this low level...
you can see it on google maps just south of I-10 on the east bank...
