It's honestly incredible given how many teams make the playoffs in the NBA. You have to almost try to be that bad for so many consecutive years. Even the worst of franchises have at least snuck in as an 8 or 7 seed because after enough times of getting lottery picks usually you get one or two that will get you there eventually. Their front office is literally run by morons, to go with some really poor luck as well.
