Sure, but we need to also force small markets to invest luxury tax money long term in players and not put it in owners pockets.

There is a de facto cap right now. The hits a team takes for going over the luxury tax threshold and staying there are pretty stringent.
A bigger problem is franchises like Pittsburgh and their $16 million payroll. That's a freaking joke. That said, Cleveland $22.8 million, Baltimore $14 million, and Tampa $37.5 million, all had payrolls at the bottom of MLB and had strong seasons. But, in general, if there is a max there should be a minimum level too given the revenue sharing.
