Besides the whole payroll aspect, college football (and basketball to some extent) are more like pro sports these days than they were 5-10 years ago. With the transfer portal and NIL availability, changing a roster year over year isn't as difficult as it used to be, so a team like Buffalo being promoted to the Big 10 would be able to attract higher caliber transfers than they typically would be able to attract.
