They were clearly something more than just hunter gatherers.
They were Hunter gatherers with a knowledge of the stars. They didn’t possess some advanced technology IMO.
They just tracked stars very carefully over thousands of years. It was basically their television when the lights went out at night. They weren’t doing advanced calculations. They tracked the summer and winter solstices and major constellations in the sky. It’s interesting but I don’t think it’s evidence of an advanced civilization.
I do think he has a point that the majority of prime land that would be occupied by these civilizations are under water and we may be missing a lot of history because of that fact.

I agree. I believe they were more advanced than we currently think, and the evidence likely lies at the bottom of the ocean.
The verified megaliths from the era show that they were capable builders and were somewhat settled in one area - not a characteristic of nomadic hunter gatherers living in caves and grass huts. The astrology is also interesting. Understanding the moon phases and stars would have been essential for agriculture.

Is their an approximate definition for advanced civilization?

I believe there were groups of hunter-gathers co-existing with an advanced civilization, just like today.
The engineering feats and mathematical marvels arranged and/or constructed that we can see (Lord knows what's unseen) are extraordinary and defy logic.
