Probably, but it isn't even certain (and it should be) and will likely not be anything like the rebukes of 1994 or 2010. I can easily see it being R+5 or R+8 in the House.

And, the Dems are definitely keeping the Senate. That's their clear priority right now (what they want to do to weather the storm that is Biden). They will vote in Phoenix, Philly and Atlanta until the Ds retain the Senate. If they have to vote into 2023 to do that, so be it.
