I think this is the reality, not some grand scheme by the league office.
We as fans want to believe there is some conspiracy because the only other reasoning is gross incompetence. When you see things like the Saints/Rams call it's just hard to believe officials at the highest level of the sport could be that incompetent, so we look for other explanations.

Totally agree. I was an official at a high level. There were situations when I officiated, officials were given assignments to call a game when that official wasn't ready
for that level of play. The reason this happens is that there are not enough seasoned officials to cover the number of games being played.
