Did Entergy start doing it or start talking about it? They have been allowed to kick the can down the road too long. The infrastructure here is antiquated to say the least.

Well the state doesn’t want to pay for it. And the customers bitch about utility bills. So the PSC won’t allow them to do it.

Committed to Wall Street they're going to spend $16 billion (with a B) over the next 10 years. It's already started.
