You may just need to go to an office in a bigger city (if you're in a small town).

If that fails, start calling the higher-ups directly. When they tell you to call the 800 number, tell them you have been calling and emailing for weeks and not gotten a single response and because of that you have no other choice but to call them each day until someone gets in touch with you.
