They should have 2 dials on the meter. One is very sensitive (for lack of better term) and will detect slight leaks. There should be a shutoff valve to the house very close to the meter. Close that off and see if the dial is still slowly turning. If it is, then the leak is not on your side.
LUS is pretty good about sending out notices about constant use.
I had a cracked 90 on the PVC going to the house, just dug it up and fixed myself, also had a leaking seal on a toilet once that they notified me about.
