It’s an opiate so makes sense to lace heroin with it and make fake pills. Real pharmaceutical pills are hard to come by for many after Trump cracked down on it. So they started making counterfeit ones to sell but they either don’t measure it correctly or don’t tell the customer so customer may take too many pills at once thinking it’s just oxy.

They don’t lace cocaine with it intentionally. Most of that comes from idiotic street dealers cutting the coke on the same surfaces they cut heroin on without cleaning the surface and it gets laced by accident.
