I don't think you understand how it works. Biden cannot give the unions anything. Congress holds all the marbles and they are either going to force the PEB recommendations or grant another cooling off period. This is not a public union like the Air Traffic Controllers.

What does "cooling off period" mean? I picture a heated meeting of BS and Fred & Barney go to a water buffalo meeting & then bowling.
I know...that is old school. But can they strike in cooling off period?
