You're thinking of this wrong. Think of it as they're giving an exception to the rule if the clock is running.

Hence the 10 second runoff. There should be a spike exception under 2 min.

Landry was obviously down in bounds, ref said he was out, coaches didn't realize he was called out of bounds, coaches told Winston to spike to stop the clock coaches thought was running, Winston haters type up insults about his intelligence.
